3. DESCRIPTION OF PROGRAM OR FUNCTION

The Cost Estimating Computer Program CECP, designed for use on an IBM personal computer or equivalent, was developed for estimating the cost of decommissioning boiling water reactor (BWR) and light-water reactor  (PWR) power stations to the point of license termination.

4. METHOD OF SOLUTION

Cost estimates include component, piping, and equipment removal costs; packaging costs; decontamination costs; transportation costs; burial volume and costs; and manpower staffing costs. Using equipment and consumables costs and inventory data supplied by the user, CECP calculates unit cost factors and then combines these factors with transportation and burial cost algorithms to produce a complete report of decommissioning costs. In addition to costs, CECP also calculates person-hours, crew-hours, and exposure person-hours associated with decommissioning.

5. RESTRICTIONS ON THE COMPLEXITY OF THE PROBLEM

The program is designed for a specific waste charge structure. The waste cost data  structure cannot handle intermediate waste handlers or changes in the charge rate structures. The decommissioning of a reactor can be  divided into 5 periods. 200 different items for special equipment costs are possible. The maximum amount for each special equipment item is 99,999,999$. You can support data for 10 buildings, 100 components each.

7. UNUSUAL FEATURES OF THE PROGRAM

CECP uses a data base, but it is not a commercial data base product. For this reason, data may be entered and information extracted only through the CECP program itself. The detailed and summary output files produced by CECP are in ASCII format and may be accessed and printed using any IBM-PC compatibles word processing program.

11. MACHINE REQUIREMENTS:
ESTS1071/01
CECP (BWR) runs on the IBM PC family of computers using a 386sx or higher processor. A VGA monitor. 640 K of standard memory. Expanded or extended memory is not required. A hard disk. HP LaserJet III or IV printer, required only if you want to print files directly from CECP. - The NEA Data Bank installed the program on a DELL OptiPlex GXi PC with a Pentium 166MHz processor and 32 MB of RAM.

ESTS1071/02
CECP (PWR) runs on the IBM PC family of computers and compatibles (8088, 286, 386x, 486x, 486dx). A color monitor capable  of showing 80 columns of text (an EGA or VGA is highly recommended). CECP (PWR) will not work with a monochrome monitor. 640 K of standard memory. - The  NEA Data Bank  installed  the  program on a
DELL OptiPlex GXi PC with a Pentium 166MHz processor and 32 MB of RAM.

14. OTHER PROGRAMMING OR OPERATING INFORMATION OR RESTRICTIONS

The installation program runs correctly only, if it is started from  the root directory.

The use of input files has changed. Only one input file for all menu items is used. This file has the extension '.pd'. It is not necessary and not possible to use different extensions, contrary to what is stated in the manual.
